I can't recolor my clip art image.

You can't recolor BMP, JPG, GIF, or PNG images. Instead, you have to use an external program, such as Microsoft Photo Editor, to convert the color of these images.

I'm having trouble modifying an animated GIF image with the Picture toolbar buttons.

You can't use many of the Picture toolbar and Format Picture dialog box formatting options with an animated GIF. You need to use an animated GIF editing program to make these changes.

The Microsoft Clip Gallery doesn't contain any clip art images.

Reinstall Office 2000, selecting the Clip Art option under Office Tools.
