For organizations that need to manage and balance the performance of client machines, Microsoft recommends configuring this computer policy when rolling out the Known Folder Move feature. Configuring this setting allows the sync client to manage the upload transfer rate. When enabled, the sync client performs timed functions:

• 1 minute interval: Upload without a rate limit and record throughput
• 10 minute interval: Use the Group Policy-configured upload percentage rate that was applied against the previous 1-minute interval's recorded throughput

This allows the sync client to dynamically adjust itself based on the current operations happening on the workstation. Additionally, Microsoft recommends using this setting over the Limit the sync client upload speed to a fixed rate setting, except under certain circumstances.
