Crawl log permissions are granted from the SharePoint classic features Search Administration page. Follow these steps to do this:

1. Navigate to the SharePoint Admin Center (https://admin.microsoft.com | Admin centers | SharePoint | Classic features) and select Open under Search.
2. Select Crawl log permissions.
3. Enter users to whom you wish to grant crawl log permissions in the list and click OK.
