When we are running clusters where a high number of dynamic changes are required, we would have a lot of difficulty achieving this by just using CloudFormation. With CloudFormation, we would need to redeploy the instances with even minor changes to the configuration, while the same can be achieved on a running instance with OpsWorks. For example, when deploying an application with a DevOps process with extremely high velocity, there is a possibility that we will be performing a deployment multiple times per day. When such a high frequency of deployments is required, OpsWorks can be a great solution as it can manage and update an existing environment without a requirement for redeploying.
