Staff members have the ability to create and manage course roles as well as controlled membership groups. Staff members also have the power to create tutors in a group with course roles.

In a group with course roles enabled you are able to create tutor members.

Tutors are only present in course groups, not across the whole site. They are able to view work which has been submitted for assessment and to release it when it is ready to be returned to the user.
