As we mentioned previously, for our use case, we are considering three stakeholders. These are OEU, ORS, and certificate viewers/verifiers (let's give this an acronym of CVs). We need to determine the roles of each of these stakeholders based on their function:

• OEU is the university or governing body with which different schools (colleges) are affiliated. It is this entity that has the final authority to approve an educational credential of a student submitted by their school.
• ORS is one of the schools where a student is enrolled and completes their education. On completion, ORS would evaluate and submit the student's educational credential to OEU. In the larger context, ORS could be categorized as part of a representative blockchain entity called schools. It depends on the business requirements and the implementation context.
• CVs such as students, employers, and job agencies are primarily the consumers of the data (educational credentials) and hence would have read-only access to the network.
