S. Mark Halpin was born in 1965 in Sandersville, Georgia. He received his PhD from Auburn University, Auburn, Alabama, in 1992. He has worked in both the utility and production industries in many technical capacities. He held the Tennessee Valley Authority Endowed Professorship at Mississippi State University and is presently the Alabama Power Company Distinguished Professor at Auburn University. His areas of technical specialty include power and energy systems, electric utility system planning and operation, and power quality. He has been involved in IEEE and IEC standards related to power and energy systems for over 15 years, where he has made numerous technical, administrative, and leadership contributions. He is also active in the CIGRE and CIRED working groups, charged with the technical development of contributions for IEC standards. He has published over 150 articles, book chapters, and special publications related to power and energy, including technical, economic, and policy concerns.

Dr. Halpin received the IEEE Industry Applications Society Outstanding Young Member Award in 1997 and the IEEE Power Engineering Society Alabama Chapter Outstanding Engineer Award in 2005. He was elected to the grade of IEEE fellow in 2005. In 2006, he received the IEEE Charles Proteus Steinmetz Technical Field Award. He is a former president (2007–2008) of the IEEE Industry Applications Society and a distinguished lecturer for 2010 and 2011.
