How it works...

There are two levels of administrative access in Jira: Jira Administrator and Jira System Administrator. For the most part, they have identical functions when it comes to Jira configurations, such as custom fields and workflows. Jira System Administrators have additional access to system-wide application configurations, such as the SMTP mail server configuration, installing apps, and updating Jira licenses.

Out of the box, the jira-administrators group has the global permissions of both Jira Administrator and Jira System Administrator. If you want to distinguish between the two different levels of administration, you can create two separate groups and grant them different permissions.
