It was a lame duck year for President George W. Bush. But while George W. Bush might not have gotten a lot done in the way of legislation, he sure made history—many thought he was our worst president ever. His approval ratings hovered around 30 percent. But his eight years of stubborn, short-sighted policies will have lasting effects for the American people and the next administration for an even longer time to come.
