You must have the CREATE TABLE privilege to create a table in your own schema, or the CREATE ANY TABLE privilege to create a table in any other schema. The schema owner must have either sufficient space quota on the tablespace where the table will be created, or the UNLIMITED TABLESPACE privilege.
