The HHVBP was started in January 2016 in nine of the 50 US states. It provides payment adjustments to Medicare-certified Home Health Agencies (HHAs) based on the quality of their care. The program will use 22 measures to gauge the quality of care provided by the HHAs. These measures include survey, process, and outcome measures, and include those for ED utilization and unplanned hospitalizations.
