State measures

In 2018, almost every state has some form of value-based programs and incentives. Often, these programs apply to Medicaid patients, since Medicaid is often administered at the state level. Many states also adopt federally published measures and tweak them for their own use. For example, the State of Georgia funds the Georgia Families program (https://dch.georgia.gov/georgia-families), which allows Georgia Medicaid patients to choose health insurance plans. It sets goals and measures effectiveness by using HEDIS measures.
