Introduction

There are several overarching concepts that should be taken into consideration with regard to safety and security planning. Over the next few chapters, we will look at these areas in order to provide you with the background necessary to implement a complete and viable safety and security program. The first area we will look is the safety and security principles that form the foundation to be used within your own organization’s plans and procedures. The next area is planning, which encompasses the development of safety and security plans and procedures, risk assessment methods, and the identification of potential threats and vulnerabilities to your particular organization’s critical resources. This chapter will also discuss the difficult process to quantify safety and security initiatives to justify certain improvements and match cost-effective solutions to mitigate these threats. The next chapter within the security planning area is safety and security administration that will look at regulatory requirements, considerations on having your own internal security guard force, and staffing methods for this function, along with security metrics and measurements your organization may consider. Finally, should your organization be looking to construct a new facility the last chapter within this section looks at considerations to build-in safety and security improvements during the initial planning and design phase of a construction or major renovation project.
